The City of Beverly Hills was incorporated in January of 1914 and governed by a Board of Trustees from 1914 to 1928. Beverly Hills became a General Law City in 1928, which established the City Council form of government. From 1914 to 1928, 21 different citizens served on the five (5) member Board of Trustees. From 1928 to 2003 there have been 61 different Councilmembers and 40 of those members have also served as mayor on the five (5) member Beverly Hills City Council.
